Timeline and Status of the PVCA Historic District Nomination

The Powelton Village Historic District nomination is currently under consideration. The nomination, prepared by Farragut Street Architects on behalf of the Powelton Village Civic Association is now available online at the website of the Philadelphia Historical Commission.

The Historical Commission will convene two public meetings to consider the Powelton Village Historic District nomination. These meetings will be held remotely on Zoom. Powelton Village Historical District Timeline

The PVCA began discussions in 2019 after being approached by several concerned community members regarding increasing demolitions and insensitive redevelopment of properties within the neighborhood. This kicked off a public process to weigh the pros and cons of becoming a local historic district. All meetings of the Powelton Village Civic Association are open to the public, as is required for all Registered Community Organizations recognized by the City of Philadelphia.

February 17th, 2020: PVCA Meeting Dedicated to Historic Districts. Panel Discussion featuring:

  • Justino Navarro, Spring Garden Civic Association
  • George Poulin, Powelton resident & President of University City Historical Society

March 2, 2020: Ad-Hoc PVCA Historic District Committee formed

March 13, 2020: Historic District Q&A posted to http://www.poweltonvillage.org

August 24, 2020: PVCA distributes RFP to solicit proposals from qualified consultants to help prepare a nomination for the Powelton Village Historic District.

October 19th, 2020: PVCA Meeting with Historic District Community Conversation and Q&A.

November 16th, 2020: PVCA Meeting featuring Philadelphia Historical Commission (PHC) staff members Meredith Keller and Megan Schmitt to discuss PHC’s role, the designation process, and respond to questions regarding the Historical Commission’s oversight of properties and exterior work.

December 21, 2020: PVCA Meeting featuring Historic District Community Conversation & Firm RFP Discussion. Informal vote indicates overwhelming support to begin historic designation process. Fundraising appeal begins to offset cost of nomination.

January 2021: Community outreach occurs to inform neighbors on intent to introduce motion at January 18, 2021 PVCA Meeting to authorize expenditure of PVCA funds to hire consultant to prepare the local historic district nomination.

January 18, 2021: PVCA Meeting with presentation on historic district process. Motion is made to authorize expenditure of PVCA funds to hire consultant to prepare the local historic district nomination. As a major motion, voting must occur at a second consecutive meeting as required by PVCA bylaws. Second meeting is scheduled for February 1, 2021.

February 1, 2021: Special PVCA Meeting is convened to vote on motion made at January 18, 2021 meeting. Meeting includes open discussion and Q&A. Voting takes place via an online form, with link distributed at the meeting and via PVCA listserve email at the end of the meeting. Voting is kept open until 11:59pm to allow for those who could not attend meeting to vote.

The final vote is 114 in favor, 4 opposed.

February 8, 2021: Having successfully fundraised from neighbors, Farragut Street Architects is formally engaged to begin Powelton Village Historic District nomination

September 20, 2021: PVCA Meeting with report from Historic District Committee and Farragut Street Architects. Presentation includes interesting historical images and maps to support Statement of Significance.

February 21, 2022: PVCA Meeting with report from Historic District Committee and Farragut Street Architects.

April 25, 2022: Nomination is completed and submitted to the Philadelphia Historical Commission.

August 18, 2022: Nomination is deemed correct-complete. Notices are sent to all properties within boundaries of Powelton Village Historic District.
